Operations Director, Malta

Reports to: Compliance and Group Operations Director

Role Summary

Take charge of the Second line of Defence in Malta using the Three Lines of Defence Business model. Day to day reporting to the Compliance and Group Operations Director, accountability to the Board of Dominion’s Holding Company.

Key Responsibilities

  • Statutory Director of Dominion’s business in Malta
  • Manage and grow Operations Department in line with the needs of the business
  • Management Information including internal and external statutory reporting
  • Development and management of KPI’s relevant for the business
  • Implement, maintain, and manage an effective system of controls, covering non-financial as well as financial controls
  • Ensuring Compliance Function and Compliance Officer operates on a best practices’ basis
  • Ensuring AML Function and AML Officer operates on a best practices’ basis
  • Company Secretarial function for the business (not clients)
  • Client Accounting function
  • Audit of Pension Plans
  • US reporting for Pension plans
  • Manage IT function and links to IT Department in Jersey
  • Chair Risk Oversight Committee
  • Be a Member of Internal Audit Committee
  • Manage outsourcing agreement between the business in Malta and Dominion’s headquarters in Jersey
  • Ensuring proper segregation maintained at all times between First and Second Line of Defence
  • Be the catalyst for change management within the business using latest technologies and working practices including taking forward initiatives that are driven from the business in Jersey
  • Primary point of contact with Company Auditors and Tax consultants/compliance agents
  • Manage Company Audit process through Operations Manager
  • Responsible for client billing and liaising with Dominion in Jersey regarding billing procedures and the billing cycle from accurate recording of time in time sheets to collection of debt
  • Analyse timesheets and review and report on adherence to income budget and staff chargeability targets of staff in first line of defence

Supervisory Responsibilities

  • Provide strong and Inspirational leadership to Management team within the Second Line of Defence
  • In consultation with the Board and People Team implement effective succession planning, people management, development, recruitment, and retention strategies for staff within the Second Line of Defence
  • Manage the performance of direct reports through the formal performance management system and hold regular performance conversations whilst ensuring all team members have up to date and current job descriptions and goals.
  • Self-development and continuing personal development.


  • Significant experience in working at a senior level in the management of a financial services business
  • Track record in implementing change and managing best practices using latest technologies for reporting and other IT systems
  • Experience in Regulatory matters and operational environment necessary to manage a financial services business
  • Would be an advantage if previous experience included managing an IT Department
  • Would be an advantage if previous experience included managing a compliance/AML function within a financial services business.

  • Hold a relevant professional qualification including full Chartered and/or Certified Accountant and/or cost and management accountant and/or Institute of internal Auditors
